How can I setup a BOM / Production Version that can be used for planning (capacity/materials) that can't be released to manufacturing.

I am needing to run capacity scenarios with material / equipment time in ECC, but don't want those planned orders to be able to be converted to process orders or the process orders be releasable.  Is there a way to restrict a BOM or production version to point to a BOM that can't be used?
