What you are looking for is basically the whole Tax Set Up. That is the only thing that can justifiably explain to you how VAT or any other Output Tax is applicable and works.
I am not trying to discourage you but I think it depends on how much depth you need to go based on your requirement.
Are you wanting this from a developer's angle or functional angle ?
