I am not sure if there is a way to update tax indicator for any specific material type or not but I think you should maintain tax indicator for every material. Maintain a tax indicator with Tax exempted code and dnon't calculate tax in sale order or invoice. It will be just in material master and sysem will not calculate any tax or not post any tax. Meanwhile let some other expert comment on this.
