Solved this issue after fresh OS installation and changing sapinst, below are complete steps followed.
SAP IDES IS-RETAIL on MaxDB and Windows OS
1. It is ECC600 (No EHP).
2. MaxDB version is 7.6
3. Compatible version of WINDOWS OS : 2003, 2003 EE and 2008 EE
We can install dual stack as well as ABAP only system.
Pre-requisite check gives HIGH priority error that WIN 2008 EE server is not supported. There is SAP note for prerequisite check, where SAR file is attached download it and extract and replace xml file with one from Installation master folder.

Install Vcredist_x64.exe and j2sdk-1_4_2_19-windows-i586-p.exe before starting installation.
Set JAVA_HOME parameter.
With SAPINST from downloaded media, you may get registry issues for multiple services for example DcomLaunch, DPS, RPCss..
Solution : Download SAPINST (SAPINST7001_4-20002042.SAR) and replace it with the one in downloaded media.
Installation completed in 7 hours without any error.
