I don't think that devadm and prdadm should have the same uid. They are different on all of our systems.
What's more important is the group id (gid).
Both devadm and prdadm should be members of group sapsys, as their primary group, as mentioned by Rishi.
And this group should have the same gid on all the hosts involved.
Please check!

 

What's essential for transporting: Group sapsys should have write access to the files in /usr/sap/trans/cofiles.
For that permissions 664 should be sufficient, no matter who the owner is, provided the group is sapsys.
