The convenient practice is to implement WM while there is no stock in SLoc. how to achieve this... one simple approach is to create a new storage location for the plant same as the existing sloc , implement WM in the new sloc, and then do a goods transfer from the existing sloc to the new sloc and then set the deletion flag to the old sloc.
Its not like one cannot implement WM without clearing the stocks, but the approach i suggested definitely helps in a smooth implementation and migration of stock with less hiccups.
