There is something strange here, how did you manage installing an ECC6 Ehp4 system with component SAP_APPL set to version 600 ?
SAP_APPL in an Ehp4 system should natively be in 604.
ABAP and basis are in 701 and this is the version that is used in an Ehp4 system (Ehp3 and under goes with 700 in Basis & ABAP).
You could check transaction SAINT in client 000 to see if it possible to install EHP4 for APPL but this is not normal.
Which media did you use for installing that system ?
