In db13 brconnect is started without user. On production it works, for example if I check log of brconnect there I can see that it connects without user (brconnect -c -f check), then it checks first for database schema owners and then it runs. On copy of production, it fails, first when it tries to find database schema owners and then when it tries to connect.
I think this problem will not affect only db13. I will see if traces will help.
