Three parameters of the ST04 do not understand

I have 3 parameters of the ST04 I want to improve but I have not found how to do it and are as follows:

TIMS_TIM_PER_UCLL

TIMS_SESS_BUSY

I do not understand what could have happened but I went from having a daily average values ​​of 2.34 and 1.65 respectively today have values ​​116.24 and 94.7.

I assume that for increasing value are worse.

Additionally the parameter:

IEFF_PTCPU_PTELPS

He has always maintained with values ​​of 0.3 and understand that the idea is that this value close to 1.

How can I do to improve these tuning value, what actions would you recommend I should check.

Note: The daily value is obtained by dividing the value of the parameter by the number of days in the database above.
