I assue that the 32 bit ID you refering to is the document ID.

As you can see the business documents (indentified with a content repo (OAC0) and document id) are linked to business object (identified by the business object type (SWO1) and keyfields). In this case you open a business object with the transaction IW33. If the IW33 using another business object, than to which the TOA01 entry is linked to, than this link enty won't be fetched.
You can try the following:
- transaction OAAD -> technical search
enter this id to the document ID field and perform a search.
After this position to the line item and press the glass-es icon (F6 - display business object). This will navigate you to the corresponding application transaction. You can display the business document too. For this select F5 display from content server button on the OAAD hit list screen.
