Could I install SAP BP Baseline of Spain with SAP Best Practices for Utilities V1.603 of US??

Could I install SAP BP Baseline of Spain with SAP Best Practices for Utilities V1.603 of US??

I need to install Work Clearance Management (888) for a POC but it is only available for US and China. Is it correct???

I have installed all SAP BP Baseline for Spain.

Could i have both SAP BestPractices???
