Hi,
If the issue is in production then i would just double check the details on the service market place based on the hardware key.(As you mentioned Kernel and patch level is same across system)
It can be licensing issue if this issue is with specific kind of RFC for which you require special license. But you mentioned that the issue is for TMS which is standard.
So please check all the details of the system in SMP from system data to license request.
Else Check with Sap.
If its license issue it should be for all user.
Do you have any contract or license for any particular set of users.
